Hi Neeraj,
As long as the ON pin is pulled down and not left floating, a pull down resistance is not necessary. However, if the ON pin is left floating, then a resistance of even 100kΩ would work here.
As I mentioned in your other post, have you taken a look at the TPS22917? It is a very low leakage load switch, but an internal pull down resistance is integrated into the ON pin of the device. On top of that, the performance of this switch is higher than the TPS22810.
