BQ27520-G2: SOC1 thresholds units?

Team,

My customer has the following question:

The SOC1 Set and Clear thresholds are defined as mhA in the flash definition section.  However, the language in the datasheet suggests the units should be percentage.  Can you guys clarify for me?
