BQ30Z554-R1: Manufacturing Status (0x57) readback inconsistency

I have a few questions identified with (1) - (3) below:

When testing battery packs fresh off the manufacturing line built with the BQ30Z554-R1, the Gas Gauge reports the manufacturing status either 0x01FE or 0x01F8.  Upon submitting the packs to the same sequence of tests, the Manufacturing Status can flip-flop between the two values.  (1) I would like to understand what causes the change and (2) how can I ensure the Manufacturing Status register ends up 0x01F8 at the end of the test.

Per bq30z554-R1 Technical Manual pages 86-87, the difference between the two values of the Mfg Status are Bit 1 (CHG—CHG FET), and Bit 2 (DSG—DSG FET).  (3) What exactly does the Manufacturing Status register do, what is the meaning/purpose of the bits?  The explanation in section 10.43 of the tech manual is too brief.
