bq24266 and bq25606 were designed to be stand-alone chargers that do not require a host u-controller. The bq25600 and bq25896 will operate in default mode without a host processor but you cannot change charge current and some other default settings without a host u-controller.

Normally, you can estimate the necessary input current from the desired using the datasheet efficiency curves but this datasheet only shows data for VIN=5V. I suggest you look at the host controlled version, bq24261, datasheet page 11 figure 2. Then use efficiency = VBAT*IBAT/(VIN*IIN) to compute IIN. For example, for IBAT=3A and VIN=5V, you will need slightly more than IIN=3A. )
