BQ2980: Employing BQ24650 solar charger controller with BQ2960?

Hi,

I am designing a solar energy based battery bank. My Li-ion 18650 cell configuration is;

Vout=4.2V, 13000mAh

Charging the battery pack at 0.2C current rating. Requires at least 

From protection I am planing to use BQ2960.

Q1. Is the combination of BQ24650 and BQ2960 a reliable configuration? Bq24650

Q2. IF not then what is the best way to design for above specification.
