Answer to the Battery cells: For the individual cells in parallel, there would be high discharge/charge current between the cells if they were at different state of charge when connected together. A simple solution would be to put 1 ohm resistors between the cells which would limit the current. A more sophisticated approach would be to put a FET in parallel with each 1 ohm resistor and when their respective cell voltages got within 100mV of each other then turn on the FETS.
For individual series cells, there are several serious issues and this configuration is typically not recommended. Some of the issues is getting different aged or capacity cells in series which automatically lead to cell unbalancing and possible over charging and explosion. If this approach is tried, a proctector for each cell would be required.
Pls this was only intended for internal and also it would be interesting to know if there is any possibility to increase the charge current of the TPS65950 to ~3A
