It appears that the enable pin of the TPS7A30 can either be pulled positive or negative to enable the regulator, is this true? Please see page 3 of the data sheet:

Yes, this is also explained in the pin descriptions on page 5 and in the applications section on page 12.

Yes, the enable logic was specifically designed to work with both positive and negative logic. This allows you to use the same enable to drive both the TPS7A49 and TPS7A30 in dual rail applications.
