BQ40Z50-R1: 2-cell configuration mismatch

Dear TI,

I have any application using the bq40z50-r1 in a 2-cell conguration.  The board is set up to be used as a 2, 3, or 4-cell cofiguration.  

To use it as a 2-cell, I've shorted VC4, VC3, and VC2 together.  The cells are connected to 1N, 1P and 4P just as they would be on the EVM.

I power up the board (it comes configured as a 3-cell), then program it as a 2-cell, however, I'm seeing a cell mismatch on Cell1 and Cell2.

The cells measure about 3500mV each with a meter.
I'm wondering if I wrecked the bq40z50 during hook-up or if I don't have something configured properly.

I can send files if need be.
