TPS54331: TPS54331 quiescent current while no load (operation and switch)

Dear team,

I have a question on TPS54331 quiescent current under no load and operating. 

From datasheet below, I think its quiescent current during no load & operation should be 190uA(max). But why there is a description said it's non-switching supply current. I am thinking operating means the chip is switching, but don't know why it says non-switching. Just like to know the difference.

    The non-switching current is tested when high-side MOSFET is always shut off. The power is consumed by integrated logic. We can call it quiescent current. Sometimes, the quiescent current is tested when IC is on no-load, while there is still switching.
