BQ78350: BQ78350 can not charge

         The   BQ78350 can not charge with stabilized voltage supply.This is what causes it.

    Both the bq76940 and bq78350 have limits on voltage and other conditions which will prevent charge. The bq78350 uses the bq76940 as a secondary protection, but cannot override its operation or change its range of settings. In your first picture cell 10 voltage is 2614 and cell 11 is 5341. This indicates some problem possibly with the connection at cell 10.
    Scanning down in the Bit Registers section will show if the FET_EN is set and may show a CUV and/or COV status in the Safety Status registers. The maximum OV protection setting for the bq76940 is 0x2ff8 or approximately 4.6V, a protection by the bq76940 will attempt to be cleared by the bq78350 but will be unsuccessful.
    The high cell voltage is likely the reason the system won't charge. Correct the connection problem and it should work properly.
