I'd like to know the maximum and minimum duty cycle.
Because in my customer's system, the input is 9-16V and the output is 1.8V for a DC/DC. Is there any potential issue for this small duty cycle application?

In the Switching Regulators section, you will see that the minimum duty cycle is 3.5%. The minimum output voltage is 1.2Vdc. This IC can operate down to the minimum output voltage with 33V input.
Your operating output voltage of 1.8V with max input voltage of 16V has a duty cycle of 10% this is well within the normal operating specifications for this part.
Your customer will not have any problems.
