TPS55165-Q1: TPS55165-Q1 12V output

I have a TPS55165-Q1 Eval board. I selected 12 Vdc output by putting J6 at 12V. When I powered on the Eval board and shorted output. The Vout is 0V as expected. However, when I removed the short wire and reconnected the load. The Vout was still 0V, never back to 12V. I have to power-cycle and then board backs to normal condition, 12V on output. My question is if it is correct I have to power cycle in order to get back to normal.

My jumper setting are as follows:

J1: ON

J2:UNLATCH (I think the legend LATCH and UNLATCH are reversed on the board. Anyway, I put jumper on Pin 1 and 2)

J3: Jumper ON

J4: Open.

J5: PWM.

J6: 12V
