TPS61099: Pull-Up/Down on EN pin

Hi, I'm developing an IoT sensor with the TPS61099 stepping up a 3.3v rail from 2xAA batteries which are soldered to the PCB.

I'd like to ship the sensor from the PCBA in a "powered down" state, then remove a jumper connected to the EN pin to turn it on when it gets to a production facility.

1. We could tie the EN pin to +VBATT via a 1M resistor but hold EN low with a jumper that gets removed in final assembly, but I don't know if 1M is a strong enough pull-up?

2. Is the 1M resistor suggested above required at all?

3. We could use a 3 pin header and move the jumper from EN to +VBATT or EN to GND, but I'd prefer one of the first 2 options.
