TPS55165-Q1: A question from EVM. Why add these RC circuits, are they snubbers?

Hi

Can you please help explain the function of below circuit highlighted in red from TPS55165 EVM? These RC look like snubber to me, however the value for resistor is way too high for a snubber. Can you help why add R1,R2,C9,C10 and how to select the value of these four components? Thanks.
