TPS65217: About the state diagram

Hi teams,

Please let me know the state diagram of reset condition.
This state diagram of TPS65217 (datasheet P.39 Fig.24) discribe Reset  state.
I don't understand how the state select RESET and OFF.
Its status is similar each other, but the device will be done to Reset when the nRESET is not to be a  complete down after 1 sec.
I don't know how to the nRESET a complete down, or how to go the state of OFF.
I think it is not happen to reset when the device is the state of OFF.

    OFF state is generally entered if PWR_EN is set low, OFF(bit) = 1, and (AC = 0 & USB = 0 & PB_IN = 1)

    RESET state is generally entered by PB_IN = 0 for > 8 s or nRESET = 0.

    The main difference is what cause the device to go to POR. For OFF state, it just requires PB_IN = 0, USB = 1, or AC = 1. For RESET state, it requires nRESET set back to 1.

    nRESET will not result in a complete shut down, just a reset as expected. OFF can be entered using the PWR_EN pin instead of the nRESET pin.
