Do you have a topology in mind or are you open to suggestions?

The simplest circuit is a ground redefined Buck. See "Level Shifting Control for an Inverting Buck-boost" app note for the TPS54060. This document can be easily found by scanning the TI website for "SLVA540" which is the document's number
