The lower value of Thot (45C) will be difficult. Range from Thot to Tcold has been reduced so the NTC will will need to change value at a greater rate, the NTC Beta will need to increase. I am estimating it will need to be in the 5500 range.
Do you have the option to change NTC?

What values for Beta and Ro do you recommend to reach Tcold = 0 degC and Thot = 45 degC? What will be the values of R1 and R3?

A possible configuration to evaluate:

Beta = 4500K
Ro = 6.8kohm
R1 =432 ohms
R3 = Open
