I'll start by saying never do this. The pin functions table describes FB and says, "Never short this pin to ground during operation."
You are correct. The part will enter hiccup. This part has current limit which will cause a VOUT droop when the load pulls too much current. This droop tells the part to enter hiccup mode which is usually only triggered in a short circuit (or very heavy load) condition. The EC table defines V_Hiccup threshold on FB pin = 0.4V typical. This correlates to a VOUT droop of 40% or more, as described in section 7.3.13.
