I'm developing a bms based on BQ76940.

I've read that it's not recommended to balance adjacent cells, but considering that I'm using only 10 cells and following the table 8-3 Cell Connections for bq76940,

is the Cell 3 and 4 considerd adjacent? Because between them there are a a short...

    Yes, cells 3 and 4 are adjacent because VC3 is shorted to VC4. If you were to try to balance both cells 3 and 4 in the system as shown in the table (cells 3 and 5 in the IC), VC3 and VC4 would be pulled up by the upper balance FET but pulled down by the lower balance FET. A large voltage could be developed on cell 2 and an external balance circuit may not perform properly. If you are not using external balancing you could check to see if the pin voltages remain within limits in your design, but generally this operation is not recommended.
