Trouble with the BQ2060A on board regulator

I'm having trouble with the BQ2060A REG pin. It does not seem to regulate the JFET properly. I'm using an MMBF4392 N-JFET and I'm assuming that the REG pin should be regulating my pack voltage from the 25.6V down to a 3.3V for the VCC pin. It does not do this. It continues to regulate to 6.5 volts which is outside the range of the BQ2060A and therefore the VOUT pin outputs 0 volts which means I can't program the EEPROM.

Has anyone else had this problem? I'm at the point now where I think I should just redesign with a 3.3V regulator and skip using the BQ2060A regulator with external JFET. Has anyone here done that?

Any help would be much appreciated.
