That is normal operation when charge is enabled. When there is no battery, the charger is going through a "mini" charge cycle with any capacitance on the BAT pin. This only occurs when charging is enabled.
One solution customers have used in the past with a removable battery in their system is to use the NTC thermistor on their battery connected to the TS pin of the charger. The TS pin on the charger is typically used with an NTC thermistor attached to the battery to monitor battery temperature, and if removed from the Resistor network, will force charge to be disabled.
Alternatively, if you know the time of the removal event, you may pull the /CE pin high.
