LMZM23601: Can't drive high capacitive load

I used the schematic attached on a gsm modem with 1600 uF on input but it doesn't start. On oscilloscope I can view the voltage rise to 3.7V and then go down ciclically.12 to 3.7.pdf

    From your description, the output of the LMZM23601 will power a GSM modem that has 1600uF input capacitance. The maximum output capacitance for the LMZM23601 is detailed in Table 5 of the datasheet.For your application of 3.7V it will be somewhere in between 220 uF- 330 uF. Anything above this will this value will trip the internal hiccup circuitry. Since there is a large amount of output capacitance on the LMZM23601, the voltage will take some time to get to the regulated output and the regulator will think this is a short circuit.
