As the picture, May I change C18 to 1nF or remove it?

BTW, what is the function of C18 & R15?

C18 is used for remove high frequency noise. It basically can be removed if the PCB layout is optimized to minimize the noise coupling. 1nF can be considered too, but it wouldn't be effective for high frequency noise.
