Do we need additional hot-swap circuitry on the backplane to avoid voltage spikes when we plug our unpowered PCB into the power backplane?

Hi Henry,
Whether additional protection circuitry is needed will depend on your application. How often are you planing on swapping in the cards? Are the LDOs enabled when the hot-swap occurs? What transient voltages do you expect on the LDO pins and what transients can the parts connected downstream survive?
If you expect transients that will exceed the Absolute Maximum Rating on any pin, you should add external protection. Furthermore, if you plan for the LDO to experience the hot-swap condition regularly, you should add external protection if the transients exceed the LDOs Recommended Operating Conditions.
If the LDO will be enabled during the hot-swap, you will also want to consider the LDO's transient response and what it may mean for downstream circuitry.
