TPS54302: When Vin is smaller or equal to the output volatge setting, the device will be automated disabled?

Dear experts, please refer to below schematic. The schematic is from TI WEBENCH® Designer. The output voltage of TPS54302  is set to 12V. The input power source of TPS54302  is from Li-iron battery. So, the input voltage of TPS54302  is form 11V~16V. In my schematic, I do not use the external resistor on EN pin of TPS54302 to set the enable threshold. When the input voltage of TPS54302  is smaller or equal(Such as 11V~12V) to the output voltage setting(12V), what will happen? The device will be automated disabled? In this situation, what is the power consumption(45uA?)?  What's the minimum input source voltage that can start TPS54302(TPS54302 can be in stable, normal operation)? Thanks.
