The best place to start is to use the search functions in the power management section of the TI web site. This should give you some idea of the components you could use. Then you can use Webench tool to start the design process. There are also a large number of Reference designs available that you can search through.

BTW: a buck converter output is lower than its input voltage, you should look for a boost converter to boost 28V to 100V. You also need to think about whether you need the output to be isolated from the input and the power level you need to deliver.
