TPS61099: Unable to Disable the regulator

The device is disabled if the voltage at its EN pin is lower than 0.2*VIN=0.3V. please help to check the voltage at EN pin

Yes, the voltage is below 0.3V. I am unable to shutdown regulator when load is less than 50mA. Is there any requirement of load for shutdown?

No, no load is required.

1. please check VOUT after disable long time enough.
2. please check the EN pin, VIN, SW waveform to check if the device is working

I checked these,

1) Vout remains 637mV

2) EN pin is 0V, Vin is 1.6V and SW seems to be still oscillating. I cannot share my design here, if you want we can continue on email.

Updating and adding more information.
Case1:
EN tied directly to ground:
1) Vout = 637mV
2) Vin = 1.6V & SW oscillates

EN tied to 100K
1) Vout = 5V-1.96V oscillating
2) EN pin oscillating 1.5V- 0.2V , SW shutdown and starts i.e. oscillating.
