OMAP3530 OTG port is not working when powering up with AC charger connected

Hello,

I'm running a custom board with OMAP3530+TPS65930+BSP6.14.01.

I followed below post @ http://e2e.ti.com/support/power_management/pmu/f/43/t/824.aspx to differentiate the AC charger and a USB PC connection. It's working now and I can achieve  a 1A charging with AC charger and 0.5A for PC USB.

However, when I connect the charger or USB to the board, and let the board power up into WINCE. The OTG port is not functioning.  If I power up the board 1st then connect the charger, the board works fine with HOST or DEVICE or AC charger.

I compared the ULPI registers and found no difference and now I can't find a way to solve the problem. Appreciate if anyone experience semilar problem can share your solution.
