My requirement is to achieve 1 mVdc to 1000 mVdc output @ 1000 mA maximum load and for this I've done the circuit as narrated below....

1> Generate 1.25 Vdc using LM317.

2> Voltage divider circuit using the 1.25Vdc to generate 1 mVdc to 1000 mVdc which, then, fed to a unity gain amplifier circuit based on LM358.

3> Output of amplifier is then fed to a voltage follower circuit based on BJT to achieve the required current .

The circuit is unable to give required output.

    From your description, I am not sure where your circuit has a feedback loop to regulate the output voltage.  Could you provide a schematic?

    It also sounds like you are potentially using more external components than strictly necessary.  Since LM317 is rated for 1.5 A, have you considered a circuit similar to Figure 12 from the datasheet?
