BQ25895: VSYS_MIN

Hello I purchased a BQ25895EVM and am having issues understanding how the part is supposed to function.  My interpretation of the datasheet says that the output on V_SYS, when running off VBAT, should be V_BAT when greater than VSYS_MIN and then VSYS_MIN when VBAT is less than VSYS_MIN.  I'm not getting that behavior and upon looking further at the part diagram I don't see how it could ever do that.

There are a lot of confusing statements in the datasheet like this.  "When the battery is below minimum system voltage setting, the BATFET operates in linear mode (LDO mode), and the system is regulated above the minimum system voltage setting."

I was hoping to get a minimum voltage out of VSYS that was always above 3.5V to ease requirements on the downstream converters.  I thought about powering everything off PMID, but this seemed like a misuse of the device.
