Roadmap for low OVP cell balancing IC (for SCiB)

Is there roadmap for cell balancing IC below?

・Battery: 2~3 cell SCiB (Toshiba)

・OVP: 3.0V / cell

I didn't find matched cell balancing IC.

Please let me know about low OVP solution. (3.0V fixed, or possible to adjust 3.0V)
