LM317: Minimum Load Current

I have a 12 vdc input 3 VDC output circuit using LM317.

My load can vary from  less than 0.1. mA to about 20 mA. Do I need to put a load resistor in parrallel with my load about 800 Ohms?

    have a look at figure 9 of datasheet:

    The total output current must at least be 10mA. As the current through R1 contributes to the output current, the easiest method to fullfill this minimum current specification is to choose R1=120R. Then the output current is awalys >10mA, no matter what additional load you connect to the output.
