is this possible to use resistor divider through EN pin to control the VIN brown in / out?

Hello,

Yes, you can change the UVLO with a resistor divider from VIN to EN to Ground.

Red:
TPS560430 has typical EN turn on 1.23V and Turn off 1.1V threshold.
you can using ten Kohm to hundred Kohm resistors setting up the Vin brown in/out level.
