TPS2513: TPS2513 - not seeing modes for D+/D- short or 1.2V on each line

Working with the TPS2513. The behavior I’m seeing is the following:

 

    • When no device is connected, “Divider 2” is active.
    • Upon attaching a device to the USB port, I can observe a process where the voltages on D+ and D- are switched between the different levels. This lasts for about 10 seconds.
    • The device to charge detects 500mA capability.

 

Each port is capable of supplying 10W. I am a bit confused about why I’m not seeing the TPS2513 select the modes for D+/D- short or for 1.2V on each line. I am trying to determine if this is an issue with my understanding of the chip’s functionality or if I am just not using the correct devices for testing. The amount of time that it takes the TPS2513 to go through the data line voltages leads me to think that by the time it settles back to “Divider 2”, the device to charge has already decided that the charger can’t source anything more than 500mA.

 

Any input on this would be quite helpful.
