TLC59116 Output current not matched (output wide open)

I'm using a TLC59116 in my design, but I'm running into problems. While I thought I'd had everyting correctly designed and initiated, the TLC gave me about 50 mA output instead of the 19~20 I designed for. My setup:

-TLC running at 5V
-Rext of 1k connected to gnd
-initiated TLCs adresses: MODE1-2, LEDOUT0-3 (REXT unchanged)
-15V supply for 4 LEDS (Vf=~3.3V) in series at each ouput 
-two TLC's controlled by a PIC12F683

I measured/noticed:
- ~50 mA  through the LEDs (TLC Output seems to be wide open)
- No voltage (Vrext) over Rext resistor (also no short to gnd)
- Correct values of Rext resistor
- I put a 620k resistor over the output and measured 22 mA (15/620... so still wide open)
- both TLCs are experiencing the same problem

 

Did I overlook something?
