I saw TI have a high cell reference design call "bq24610EVM-603 >7-Cell, Li-Ion Battery Charger"

May I know what's the function of R3 and R27 ,have any equation could be referenced ?

Yes!! I know EVM is obsolete
Can I use the reference design for new project ?

Kai,

Please not to use the charger for 7S application. There could be corner cases we are not aware of as the design is not fully verified.
