Some commercial CI, or evaluation board does the function have?

This was with regard to the PLC link from the Charger to the EV; as I stated I couldn't find direct info on the PHY from the spec mentioned, but I have seen Homeplug Green PHY being used in the past. Currently there is no solution from TI that supports this physical layer.
We have quite a few reference designs regarding the digital power controller for a Level 3 charger here: http://www.ti.com/microcontrollers/c2000-real-time-control-mcus/applications/ev-inverter.html and most of our devices have a CAN port/peripheral attached.
If you have more information on the PLC implementation I can see if there is potential to support in parallel with the power conversion or standalone on our devices.

Thanks Mr Matthew Pate, I need the evaluation board with PLC (CCS) in Electric Vehicle the same level frequency etc.... This is enough to start.
But I did not find this on the links you got me.

As I mentioned TI does not have any products capable of GreenPlug HomePHY (wideband PLC) support, which it looks like is what the CCS uses. Sorry for any confusion from our end.
In terms of AC/DC system suitable for Level 3 charger I would recommend this TI Design: http://www.ti.com/tool/tidm-1000 which is Vienna Rectifier topology.
