TPS40210: No PWM from TPS40210

Hi all, 

I am using TPS40210 boost controller for our 12V to  15V flyback design. I followed all the instructions in the datasheet and reference designs while design stage. But now that we have our PCB printed for the testing the design is not working. After a quick look at the circuit it was apparent that the switching regulator (TPS40210) is not giving the PWM signals. I have tried to change the switching frequency by RC components but to  no avail. The equation they have given in the datasheet  to calculate RC is incorrect. So we are stuck with this. So our only options ais to sought help from the forum for redesigning the circuit. So i would like to get a reference design that suits to my purpose. So that we can see where we made the mistake. I am attaching the design along with for review. I have even bypassed D5 and replaced C31 with 100pF and R15 with 100K as said in the datasheet.Kindly help me.

    Thank you for using the TPS40210 and reaching out with your question. I have a few suggestions to help trouble shoot.

    1. Can you please check the voltage on the COMP pin? Looking at the compensation network there should be a capacitor in series wit R21. I suggest a value somewhere in the ~10nF region might work.

    2. Check the BP pin output voltage. If this is not at the regulated value please ensure the the DIS/EN pin is pulled low.
