UCD90160: Current source that drives pins PMBUS_ADDR0 and PMBUS_ADDR1 is "weak"

I have 2 boards (1 assembly each) that is failing PMBus addressing detection.  What it looks like is the current source that drives pins PMBUS_ADDR0 and PMBUS_ADDR1 is "weak" and is sources ~7.5 uA vs the typcial 10 uA.  because of this the voltage at these pins are power up is low by 100+ mV and the address is incorrectly latched.  The TI tool finds the devices but our software does not.

 

I've check the resistors on PMBUS_ADDR0 and PMBUS_ADDR1 and they look OK.  Any idea what might be going on?
