Can you please confirm the below:

-The datasheeet gives the min/max "start threshold voltage" page 3 of SLUS488E. Can it be assume that the VDD min/max specs are the same as the "start threshold voltage"?
If not could you provide the the VDD min/max?

-Please confirm that the UCC38083/UCC28083 does include a Zener diode on the VDD input.

-The VDD absolute max rating of the input are given at page 3 of SLUS488E (VDD 15V, Supply current 20mA).
Does it mean that this max value is the absolute limit the diode is specified for?
Bu what are the electrical characteristic (in normal operation, not the absolute limit) for which the diode is designed for?

    I checked the block diagram but as you point out the zener diode is not indicated, if indeed there is one. I need to check with the IC design team. This will take a couple of days.

    I will also ask about the ABS max ratings of the diode if it present.

    The ABS max is give as 15V for Vdd, the 20mA is the limit for the device current consumption to limit the internal power dissipation.

    This device does not have a clamp fitted to the Vdd pin.

    The start thresholds are the levels which the Vdd rail must exceed to get the device operating, these are below the 15V ABS max value of 15V. If you are designing the part into a circuit I would take the max turn on thresholds to guarantee the turn on the device under all conditions.
