The thermal couple depends on the type of test done. Please check out the application note from TI that describes most situations.

Hi User,

It depends on which Tc you are trying to measure. Temperature tests are typically done on the body not necessarily the pins because the silicon is the part getting heated up.
Can you give me more details.

Hi User,

That location is fine depending on what you are measuring . the TL431 does not get hot so I would not worry too much about temperature.
