I find the register of RAMP_COMP_INT_STATUS :

Ramp Delay Complete latched status
0 = No Ramp Delay Complete has been declared
1 = Ramp Delay Complete has been declared

What is the mean of RAMP_COMP_INT_STATUS in HSFB code (UCD3138)?

it means ramp up is completed ? I don't understander the 'delay'.

There's an error in the UCD3138 Technical Reference Manual. The description for that bit should say:

Ramp Complete latched status
0 = No Ramp Delay Complete has been declared
1 = Ramp Complete has been declared.
