We will connect BOOT1 and PWRHOLD to VRTC.

(Due to no RTC feature requirment and EEPROM boot)

Is it needed pull up resistor?

Or could it be possible to connect directly?

In off state for this configuration, the VRTC LDO is in low power mode with that will only support 100uA. To alleviate this regulator, a pull-up resistor would be recommended.
