Hi,

VI(OUT) is the external voltage applied to the OUT pin.

Are you sure? The OUT pin is the switch node of the dc-dc converter. That does really make sense. Do you mean voltage at the BAT pin?

On the tester, this charger is tested open loop, meaning without an inductor and that it does not switch. So, any tests performed are with the pins held at a constant DC voltage. VI(XXX) was the old terminology to explain the tester test conditions.

So what does that mean to a designer who is trying to test this part on a board to determine if their design is working properly? Specifically, exactly where should one measure in the functioning charger circuit to determine whether or not the part is entering and exiting sleep mode properly?

The min and max values explain that: VCC <= VIBAT + xx mV. VCC must be xx mV above VBAT or the IC enters SLEEP mode.
