TPS60240: Efficiency plot on data sheet

Part Number: TPS60240

Is the sample efficiency plot shown on the first sheet of the data sheet the correct plot for the TPS60240?  

The efficiencies shown do not align with other plots in the data sheet

    The efficiency plot on the front sheet of the data sheet shows the eff over 90% for most loads for Vin = 3.6V and Vo = 3.3V. Then if you look at Figure 5 on page 10, the efficiency never gets over 90% and is closer to 40-45% with Vin = 3.6V. Also the efficiency figure on the front page shows load currents up to 1 Amp. The TPS60240 can't support this much load. Notice that the third item in the "Features" list indicates outputs up to 25 mA. This plot must be from some other device.
