BQ40Z80: Learning cycle failed,VOK never clear,Ra_falg=0555,Lstastus=0x05.

Is there any one can help for me?

I have done many failed learning cycle with BQ40z80.After the last step,discharge the battery to empty with C/5 rate and relax for more than 5 hours,the VOK never clear,ra_flag =0555, Lstastus=0x05. 

1. My cell type is TOSHIBA  20Ah SCiB, I use the chemical ID 0700, is that correct? I use the GPC tools generate a chemical  ID,but the chemical  ID reported by GPC tools is ID=0701,this id is used for TOSHIBA  30Ah SCiB.The ra table valus of chemical id=0701 is too large than the values which i acquired by chemical ID=0700,so i think the ID=0701 recommend by GPC tools is  incorrect. Should i do the learning cycle with the ID=0701?

2.I follow below step to do the learning cycle, and stop learning when failed at step9. Please see my log data attached.
Step1: Program  with correct chemical ID, correct data flash.
Step2: Calibrate the battery pack.
Step3: Discharge the battery pack to empty with C/5 (voltage down to term).
Step4: Wait 5 hours.
Step5: The [VOK] and [RDIS] bits in the IT status() register clear, GaugingStatus[REST] flag is set .
Step6: Charge pack to full with C/2 until the taper current is reached and the FC bit is set.
Step7: Let it relax for 2 hours.( Update status  05)
Step8: Discharge the pack down to term voltage with C/5.
Step9: Let it relax for 12 hours.( Update status  05,vok not clear)In the learning cycle.

Durning step 8,i found the ra table values updated,ra_flag changed form FF55 → 5555 →0555.After step9,Update status = 05,vok not clear.

3.The Qmax acquired by learning cycle was 23AH,the capatity in battery datasheet is 20Ah.The design capatity i program in flash should be 20Ah or 23Ah?

The scal fatcor=10,PACK type=4S1P(4 cells in series).
