Since the BQ can control charge and discharge current it seems that we can skip the PCM that comes with the battery. I just want to confirm our understanding is correct.

Correct. We have BUVLO and BATOCP to prevent low voltage discharge and high current pull in but the decision to use or not use a protector depends on how you use the battery and what type of battery it is, how robust the FW is etc.,
I have seen applications that don't have a separate protector but I would recommend having one if you can.
