BQ28Z610: the charge current behavior when FC/TC is active

If my understanding is correct, in normal temperature range (i.e. not too cold or too hot), the gas-gauge will not ever block the charging current. It's the PMIC which is in total control of the charging current, right?

 

If this is true, I don't understand the FC/TC flag impact on the PMIC. I thought that the PMIC was basing its behavior on its readings of charging current and voltage, not on the gas-gauge's flags. Am I missing something?
