We test TPS22976 that 11A current could keep 0.5~0.7ms .
Dose it mean that it will trigger start protection in more than 0.5~0.7ms .

Depending on the input voltage and operating temperature, you could be entering thermal shutdown on the device. Can you comment on your operating conditions, and output load resistance / capacitance?
You can calculate the power dissipation of the device using the following equation:
Power Dissipation = Iload^2 * Ron
Tj = Ta + RθJA*Power Dissipation
If the junction temperature of the device is exceeding 160C, which is the thermal shutdown temperature, then the device will turn off to protect itself.
