TPS92692-Q1: Interpreting Icc and Iref current limit

Want to make sure I understand the test condition of Icc(limit) and Iref(limit) in the Electrical Characteristics - 7.5:

Does the condition Vcc = 0V or Vref = 0V for the current limit mean "this is the max sourced current from Vcc (or Vref) if it were shorted to ground."?
